Alliance for the Development and Heritage of Science, Culture and Education of the BRICS Countries

The becoming of a new multipolar world as the basis for peaceful coexistence and sustainable socio-economic development of the countries and peoples concerned is possible provided that the basic ideas of the new development are actively supported.

The formation of interaction between academies and universities of the BRICS countries corresponds to the main idea of the informal BRICS interstate association on international self-organization at all levels and relevant areas of activity.

Cooperation within the framework of BRICS does not replace the development of bilateral ties, but is a development of the existing one.

"Alliance for the Development and Preservation of Heritage of Science, Culture and Education of the BRICS Countries" (ASCE BRICS). (hereinafter referred to as the Alliance) - is a special structure without the formation of a legal entity, consisting of scientific, educational, public and cultural organizations of the BRICS countries and other countries, created on the basis of an agreement between the founding organizations (Agreement No. 1).

The activities and policies of the Alliance for the Development and Heritage of Science, Culture and Education of the BRICS Countries (hereinafter referred to as the Alliance) are determined by the regulations and the only governing body in the form of the "Council of the Alliance for the Development and Heritage of Science, Culture and Education of the BRICS Countries" (hereinafter referred to as the Council), which consists of the heads of special public organizations of the BRICS countries and other loyal countries.

In an era when technology is constantly being updated and innovation is accelerating, science and education have become the most important component in the socio-economic policy in the BRICS countries for successful competition in domestic and global markets. At the same time, it is very important to understand that the basis of science and education is world culture, taking into account the specifics of the culture of each country and nationality.

Accordingly, our main mission at the international level is to create favorable conditions for our members to support and promote programs and projects in the field of science, vocational education and the preservation of cultural values and historical heritage.

The principles, goals and objectives of the Alliance are fully disclosed in the "Regulations on the Alliance for the Development and Heritage of Science, Culture and Education of the BRICS Countries"

The activities of the Alliance are aimed at the implementation of programs and projects of its members, support and promotion of promising developments, innovative approaches and projects in scientific, methodological, educational and scientific-practical activities, as well as interaction in the scientific and educational sphere between non-governmental and state systems, as well as at the international level on the basis of cultural heritage, customs and traditions of countries, peoples and nationalities.

The subject of the Alliance's activities is:

• Development of educational tools for shaping the citizens of the future.

• Strengthening ties between cultures, promoting the preservation of cultural heritage.

• Assistance in the development of research policy.

• Protection of freedom of expression as a fundamental right and a prerequisite for sustainable development.

• Development of international standards and implementation of cooperation programs that facilitate the free exchange of ideas and knowledge. 

The main activities of the Alliance:

• Mobilizing scientific knowledge and policies for sustainable development;

• Promoting the development of scientific schools (including author's ones) and the integration of proven scientific approaches into social practice;

• Participation in the creation of a system of continuing education based on a combination of a system of fundamental and vocational education, including a full range of vocational education in the sectors of the national economy of the Russian Federation and other interested countries;

• Organization, coordination and methodological support of educational processes;

• A systematic approach in cooperation with government authorities, government agencies and the business community of the BRICS and other countries;

• Preparation of proposals that contribute to the formation of the regulatory framework for the development of fundamental and vocational education;

• Assistance in the development, creation and implementation of innovative products in scientific, scientific, methodological and educational activities, including the use of a methodological component in the educational and advisory process;

• Participation in the provision of information promotion of initiatives and works;

• Cooperation with interested Russian and foreign partners aimed at further development; 

• Solving emerging social and ethical challenges and problems;

• Promoting cultural diversity, intercultural dialogue and a culture of peace;

• Building inclusive knowledge societies through information and communication.

Participation in the Alliance is non-commercial in nature, and all financial issues are regulated on the basis of network bilateral or multilateral agreements. There are no mandatory payments in the Alliance. The Alliance is open for other organizations to join it through a "Memorandum" of Accession sent to the Presidium of the Alliance at all.presidium@yandex.ru
